Lavelle Pty Ltd uses a practical hybrid delivery framework that combines structured governance with Agile execution. It is designed for complex projects where funding, procurement, architecture, delivery, testing, change and executive reporting all need to stay aligned.

The framework is intentionally practical. It does not treat governance and delivery as separate worlds. Strategic artefacts such as the Business Case, Project Initiation Document and Project Management Plan sit alongside delivery tools such as Jira timelines, sprint planning, Confluence-based requirements, RAID management and weekly reporting.

Steering Committee artefacts, financial controls and endorsed project documents are managed through appropriate governance channels, while day-to-day delivery is managed through fit-for-purpose delivery tools.

Framework

The Seven Stages

Assess

Understand the current state of the project or program. Establish a clear baseline for scope, schedule, budget, risks, issues, governance and stakeholder confidence.

Initiate

Establish the governance structures, sponsorship arrangements, delivery team and foundational artefacts. Define the operating model, reporting cadence and escalation pathways.

Plan

Develop the Project Management Plan, delivery roadmap, RAID register, resource plan, financial plan and benefits register. Align the plan with funding and governance approvals.

Deliver

Execute delivery using fit-for-purpose methods. Manage the team, vendors, dependencies, scope changes, testing, change management and release planning through structured sprints and delivery cycles.

Govern

Maintain visibility and control across the full delivery lifecycle. Manage the RAID register, steering committee reporting, financial tracking, vendor performance and decision log.

Recover

Address delivery failure or confidence breakdown. Re-baseline scope, schedule and budget. Reset stakeholder relationships, governance and reporting before resuming delivery.

Transition

Close the project with structured handover to operations, benefits realisation tracking and a formal closure report. Capture lessons learned and confirm delegate sign-off.

How the Artefacts Fit Together

Each artefact has a defined purpose and sits at a specific point in the delivery lifecycle.

Business Case

Defines the case for change, investment options, expected benefits, delivery costs, risks, dependencies and the approval pathway.

Project Initiation Document

Establishes the governance structure, delivery approach, team, roles, reporting cadence and operating model for the project.

Project Management Plan

The primary planning artefact covering scope, schedule, resources, budget, quality, communications, risk and change management.

Project Schedule or Roadmap

A clear timeline showing milestones, dependencies, delivery phases and key decision points endorsed by the steering committee.

RAID Register

The central register for risks, assumptions, issues and dependencies. Maintained throughout delivery and reported to the steering committee.

Decision Log

A record of all significant decisions, the authority that made them and the date. Supports governance accountability and audit requirements.

Weekly Status Report

A structured status update covering RAG ratings, progress, risks, issues, actions, financials and escalation items for the project sponsor and delivery team.

Steering Committee Pack

A formal reporting pack for the project board covering health status, financials, risks, issues, decisions required, scope changes and milestone progress.

Benefits Register

Tracks the expected benefits, the measures used to confirm realisation, ownership, and the timeline for benefits delivery after project closure.

Closure Report

Formal project closure documentation covering delivery outcomes, benefits realisation status, outstanding risks, lessons learned and delegate sign-off.
